Rotation through all of the users A, B and C in turn? Or just the stock picture? Apple has decided on the latter/last (because of reason 1 and because it would never make everybody happy anyways). FileVault can be unlocked with any legitimate user that has an account on the machine (except guests). Simply said: At this point, the macOS has no access to any users data, not even his/her/apache helicopters background image of choice.

That is exactly what this dialog is for: For any legitimate user to enter his password to _ unlock _ the (APFS) partitions which hold the users data and thus make it accessible to continue with booting. The user profiles (all of them, including guest and whatnot) are neither loaded, nor accessible. When FileVault is enabled, only the very, very basics of the system have loaded when the "login" screen shows up.
